possible CPU throttle?

Just put together my new PC, see below for specs.

I've done countless test to make sure my PC perform as it should, and it seems it does it, yet the other night when i was trying out Fallout 76, 2 of the cores suddenly dropped to 800mhz for a split second and back to normal 4.7ghz again, i got no signs of throttle other then it looks like one.

Now in my opinion Fallout 76 is not big power hungry game, and i am able to run prime95 for hours without this problem, so i'm really confused what is going on.

And other games does not seem to do this either.

In HWINFO64 i see this VR VCC Temp. (SVID) i would assume this is the VRM temp. it stays around 30c-40c

Windows 10 Power plan is set for Ultimate Performance so all the cores are unparked.

Everything in bios is default with exception of the unlocked power.

The CPU runs 30c idle, and 40-60c in games depending on the game. Prime95 full load i get around 89c. And that is running 4.7ghz all cores.

I recently did a bios update to 1401.

Anyone have any idea whats going on here?

CPU: 9900K with a NH-D15 (2 fans)
RAM: 32GB G-Skill
GPU: 2080Ti

800Mhz is the lowest power saving throttle setting if CPUs are not being used.
That might be a clue ?!

Just to clarify what was happening--here are the details. Shortly after the build was complete, there were stutters in game playing World of Warcraft. These were characterized by FPS drops down to 5 or so for a second or two every couple or five minutes or so for about half an hour, and on and off for a couple days. As for what the CPU was doing--in terms of clocks speeds, hard to say, but there were no temperature issues.

With changing the power to performance mode, stopping unnecessary programs from loading at startup, limiting in game settings, and within a few days after some new Windows updates that included malware removal updates, the problem abated--and there was no more throttling. As for what the cause was, and whether any of the above helped, it's tough to say for sure. But the problem has not come back, except for once, and I believe that was after a new set of Windows updates.

sounds a little different then my problem i only got the drops in clocks but no performance issue.

I did some further testing and i found out if i disable C-States in bios everything runs 4.7ghz on all cores with no drops, only problem is everything runs 4.7 constant.

For some reason i missed this at first, but Fallout 76 is NOT the only game doing this, its pretty much everything, idle, gaming and browsing. I'm really confused at this point, i really hope nothing is wrong with my motherboard or CPU, never seen this behavior before when the system is running Max power mode.

tldr;

C-States: Disabled, kinda fix the problem but i'm stuck in constant 4.7ghz mode.

setting Asus Multicore Enhanchement: Enabled fixed the problem but my CPU is running way to hot and with too much power.

So after doing a ton of testing i finally have come to conclusion this must be a glitch in windows in combination with power savings settings.

Even with power settings running a max settings the problem still persist.

I ended up using the batch file in this link, and disable C1E in Bios. There is also a program in the link to disable C1E on windows level, If that is preferred.
