With changing the power to performance mode, stopping unnecessary programs from loading at startup, limiting in game settings, and within a few days after some new Windows updates that included malware removal updates, the problem abated--and there was no more throttling. As for what the cause was, and whether any of the above helped, it's tough to say for sure. But the problem has not come back, except for once, and I believe that was after a new set of Windows updates.
