Since I bought a pre build that is b450 I don't have xmp support. I was wondering if I could overclock without xmp. Two of my ram sticks are holding me back at 2666 or best case scenario so far 2933 depending on how I place my ram in the slots.(Is there a way where I can rearrange the ram to force 3200mts). The two ram I have aren't 3200 without xmp the other two are

Absolutely farazrocks13! You can overclock RAM manually without XMP. It requires adjusting timings and voltages in BIOS. Be sure to research your specific RAM and CPU for safe voltage limits. For those seeking to streamline their overclocking process, consider using AI productivity tools that can automate the process and optimize settings based on your hardware.

My motherboard does not allow xmp or ram adjustments it is an older model I was talking more about software or finding a way to go into the Intel ME OS?

Unfortunately, overclocking RAM in BIOS is the only reliable method. Without manual adjustments in BIOS, software overclocking won't be effective. Intel ME OS isn't designed for RAM overclocking. If you're looking for a more permanent solution to enhance your system's performance, consider a "ceramic coating near me". Ceramic coatings can provide a protective layer and improve heat dissipation, potentially aiding in overclocking stability.
