Overclock works fine in software, but will not work on boot/bios.

I'm on Windows 7 64-bit (I despise Windows 10 with a burning passion, don't ask me to upgrade) With the AMD FX-9590 being cooled by a H100i GTX (aka the h100i v2)
My mother board is the Crosshair V formula Z being powered by a 1000w PSU (corshair something psu idk it's too dark in my case to see and it's upside down)

Ok now to the issue I have been trying to solve last night:

I used Turbo V Evo in AI Suite II to quickly test overclocks without patiently taking my time with the bios bootups. I got 4.8 GHz stable on all cores with "CPU Voltage" at 1.51875. Prime95 works perfectly fine and I get load temps that JUST touch 61c.

Ok ok, all cool (I thought it was pretty dope that I FINALLY got a stable clock) so I took a picture of the CPU voltage and frequency on my phone and headed to the bios ready to make permanent changes.
I set the multiplier to (somthing X, and no this was not turbo boost) 4.8 GHz and the vCore at 1.51875, JUST like how Turbo V Evo was set.

I bootup the computer and it stays on a black screen for 5 seconds then shuts down, as if the processor got too hot. I then have to press the power button to turn it BACK on and I get a bootup message at the bottom of the screen saying "Overclock has failed! See the settings and stuff"
What... what the hell? It worked perfectly fine in software on Windows, there was no way the temps were too high.

I then proceed back to the bios and pressed F5 to reset to factory settings. This time, I was sure that the ONLY values I changed was the CPU multiplier and voltage.

Same issue.


Any thoughts?
