Offset overclocking iv extreme-z, 3770k

I need help offset overclocking. I have manually overclocked to 4.8 and offset to 4.6 but have several things I need assistance with.My main problem is that although my voltage & speed will briefly show that it throttles back, most of the time it stays at the higher voltage and speed even when i am not doing anything. I'm not sure of the C3, C6 and other "power saving" settings, Also i cannot get the VID settings to work in Real Temp 3.70 with my 3770K. I am also not sure of the settings i need in the Digi+Vrm and the setting in the advanced Cpu settings? T-probe, Extreme, etc.?? Also can i set the Dram settings, I have assumed that this will keep the voltage & speed from dropping. I have looked at several guides and tried most of their settings but still don't have a handle on why it rarely will drop to idle speeds and voltages. It will drop to 1600 until i load the system with prime95 and then it usually will not stay at a lower idle except for a few seconds. My offset voltage is +0.050 for 46 speed.
My loaded temps seem to be OK and are around 69-70 at 4.6 and Voltage @ 1.304, everything seems stable. I have checked my memory and do not have BSOD's at these settings at load or games. Any help or ideas would be appreciated.

I am not sure how to list my equipment in my signiture but here is what I have: Maximus IV Extreme-z, 3770K, 16 GB G-skill Ripjaw ddr3, 770 OC 4gb Video card, 1200 Corsair P/S, Win 7 Ultra, 1- C4 SSD 120GB, 1-intel SSD 180GB, 1TB Black HD, 2 TB-HD, Watercooled by EK Supreme Block , 320 Radiator, 900 D Corsair Case.

I am at a loss as to what it is you are asking for assistance about, do you wish your system to stay at one speed and one constant voltage? Or do you wish your system to be dynamic and change as your system changes load level?
To help us help you - please provide as much information about your system and the problem as possible.

I am sorry I didn't make my self clear. I am looking for the correct settings to allow my system to be dynamic, to adjust to lower voltages and speeds when not under high load conditions. With the settings I have used, the voltage and speed will move but usually only for a few seconds and usually at or near the high end.

Ah right.

I like the simple approach myself.

All auto in BIOS, change the XMP profile for memory, multi for CPU set offset voltage and leave all the rest on auto.

Then in OS set balanced power profile.

Done deal.
