I would like to help those out looking to OC their 5960X on an Asus X99-Deluxe MOBO to reach a 100% stabilized 4500MHz (4.5GHz).
Through multiple attempted BIOS settings modifications, performance testing and analysis, and multiple stress tests from multiple software utilities my Intel i7 5960X on an Asus X99-DELUXE is 100% stabilized and reliable. My approach consisted of performing an auto OC through the BIOS by selecting the TPU II option. This allowed me to gain an insight into the baseline numbers that the system selected. I then went forward with further tweaking of the voltages, CPU Block Speeds, and some other settings based off those baseline numbers. Keep in mind that this process took me 3 days with changing the BIOS settings' values, monitoring, testing, and further performance tuning.
At one point, I passed the 4.5GHz marker and went all the way up to 4.7GHz without any issues on the processor iteself, but could not get the CPU Cache to stabilize through testing. I also found through testing and metrics collection that speeds ranging between 4.6-4.7GHz had relatively hotter temperatures, naturally. However, for reasons such as processor life and longevity use, I did not find that the extra limited amounts of speed were worth having a processor with a shorter life span.
My conclusive results consisted of an AIDA64 System Stability Stress test that was 25 hours in length with my CPU and CPU Cache Spiked at 100% for the entire time. I've also used the ROG RealBench Stress Test for 8 hours on the first run and 4 hours on the second run with a 100% success rate. Finally, I've ran the OCCT CPU:LINPACK stress test for 18 hours with a 100% success rate. Overall, I would conclude that my Intel i7 5960X paired with the X99-DELUXE is 100% stabilized without having any kinds of detrimental effects on my system, nor causing any kinds of system instability throughout normal or heavy use.
NOTE: The OCCT Stress Test ran much hotter from the start and I am not sure why??? The OCCT test seems more vigorous than the AIDA64 System Stability Test.
That was my introduction and I hope you find the remaining portion of this post very helpful if you are in need of overclocking your very same processor.

First, I would like to point out that I am using the Corsair H110i GT liquid cooling heat sink and 64GB Corsair Vengeance DDR4 2666 RAM with the i7 5950X Processor paired with the Asus X99-DELUXE.
Secondly, I would like to post my AI Tweaker BIOS settings.
Finally, I will post my stress test results over a period of time (10hrs, 15hrs, 17hrs, 21hrs, and 25hrs). As you will notice that the longer the stress test ran the hotter the processor ran. For instance, my CPU temps never went above 82C for the first 15 hours (4:30pm -7:30am). Once the stress test hit 17hrs (9:30am) my CPU temps climbed to a range of ~75C - ~95C (9:30am - 6:30pm). Also, this could very well be that the temps have risen due to the outside temps going to 118F and stating that my room is in the attic with air conditioning.

If you have a similar RIG with similar hardware, then there is proof in the pudding that this OC WILL work for you! If you do decide to use these same exact settings, then I would suggest stress testing for at least an hour. If you pass that 1 hour stress test, then statistically, based off my settings and testing, you will have a stabilized and reliable system.
