New System only getting 18K Cinebench R23?

RickSinGA
Level 11
Just built a new system primarily for MSFS 2020 and in stock format I am only seeing Cinebench R23 scores of under 19K and from what I gather I should be pushing 40K stock?

Rog Z790 Strix E-Gaming WiFi Bios 0816
Intel I9-13900KS
G.Skill Trident Z5 RGB DDR5-6400 2x16GB
Asus Tuf RTX 4090 gaming Video
EK Quantum Velocity2 Waterblock w 2 60mm 420 Radiators
Thermaltake 1350w Gold PS

I can OC to 60/59/45 -0.125 Offset and improve my score from 17K to low 19K but from everything I have been able to find I should be seeing at least 40,000 on the Cinebench R23 benchmark.

I assumed it was a bad CPU and B&H sent me a new one, marginally better on the SP scale from 103 to 112; which did improve the OC slightly but that isn't the problem from what I see.

I also had some DDR-5 6000 which saw my scores lessen slightly, so that is not it!

Also have the latest Intel ME drivers and firmware. Armoury Crate updated all drivers etc.

MB?

Any ideas?

Come on guy's, need some direction!

Just tried resetting the CMOS, cause why not!

Didn't change a thing from stock.

CB=17,214 ???????????????????

Temps were fine.

No ideas?

Motherboard? I have about 10 days left with B&H for a return/replacement.

BIOS?

Power Supply? Not sure what Microcenter's replacement policy is around 30 days.

Any input would be appreciated.

According to the hwmon report, package is only pulling 180w. I think the people getting those 40k scores are hitting 340w.

I highly doubt there's anything wrong with the board or cpu. Best guess would be a bios setting that is limiting power, but I'm not familiar with that motherboard. Hopefully someone else will come along with more familiarity. You might try posting in the "Intel 600 & 700 Series Motherboard" sub-forum here -- I think it gets more traffic than this one so someone with your configuration is more likely to see the post.

Is AiTweaker / Asus Multicore enhancement set to Auto or Unlimited?

ALSO... Make sure your Windows "power plan" is set to "Performance", not balanced.

Thanks for the reply Scott. I thought I had it figured out last night after downloading and reinstalling R23 several times. If I ran it from a shortcut I got the 18K results. If I ran it straight from the installed directory it got way faster. Only to the 31K area, which was better and I thought I would tweak a few things and I would see the 40K area.

No! 32,613 at 60/59/45 with a -0.075 offset using Intel-XTU. I did see Power as high as 315.01W and 293.25W with the best score? Temps were 97 with the best score also (only running for 1 minute intervals).

Power plan is set to Performance and the BIOS was set to Optimized Default to start with; then XMP Tweaked, that is it; I changed nothing else from defaults.

I will migrate over the Z790 per your suggestion.

If you have the power, can you switch this thread over to the Z790 forum?

Thanks
Rick S.

I do not, but I saw your post in the 600/700 forum. Hopefully some folks there with z790 boards will have some more specific advice.

That is strange, and I am not sure what could cause that. Perhaps loading some different dlls or something. Have you tried the Microsoft Store version of Cinebench R23? Would be interesting to see if it gives any different result.

The "Asus Multicore Enhancements" option in bios may already be enabled by default (I think it is on my z690). If not, try enabling it, as it (theoretically) raises some power limits in addition to letting all pcores run full speed simultaneously (which it looks like yours already are).
