Need help getting pcie Gen 3 speeds on my gaming pc... =(

I haven't been able to achieve PCIE 3.0 speeds and it looks like it's my CPU... here's the Intel link that says it's PCIE 2.0, not 3.0. I'm using a Intel Core i7-3820 Sandy Bridge-E 3.6GHz (3.8GHz Turbo Boost) LGA 2011 130W Desktop Processor BX80619i73820, ASUS Rampage IV Gene LGA 2011 Intel X79 SATA 6Gb/s USB 3.0 Micro ATX Intel Motherboard, and a ASUS GTX780-DC2OC-3GD5 GeForce GTX 780 3GB 384-Bit GDDR5 PCI Express 3.0 HDCP Ready SLI Support Video Card.

Can anyone tell me if I can 100% sure get gen 3 speeds with these other CPUs with my setup?

Also, I want to do SLI if those gen 3 speeds become possible with a different CPU. What power supply wattage is recommended for my gaming pc system? I have a Corsair Professional 850W 80+ Gold Certified Semi-Modular ATX Power Supply, but I'm worried that doing SLI with the GTX 780s would stress my PSU too much.
