Low GPU Usage with low FPS

When I play the game Tera I get low FPS sometimes (~20) but mostly +60. I know you would think that it's normal for FPS to drop if the GPU isn't good enough or a lot of people are in one place but I know for a fact that the GPU usage is very low when the FPS drops.

I own a ASUS HD 7970 Matrix Platinum and hope at least some people here know about this card. It has lights that show how much load there is on the card. When it is dark blue I have +60 FPS easily but when it turns light blue (which it usually only is on the desktop) the FPS drop to around 25. I checked the GPU usage when it turned light blue and noticed that there was only around 30% load on the GPU.

Some people say that it is because my CPU bottlenecks but the load on the CPU at the same time was only 40%. Additionally I have a very good CPU so I doubt it would bottleneck the GPU.

I am basically just looking for a way to force my GPU to stay on dark blue and to force it to work instead of deciding for itself to calm down. And yes, I have GPU Tweak installed.

It is normal to have changing loads during the games... maybe you could change some settings of the game itself - but then your GPU would run hot...

Here is what you can do to test.

Increase the multiplier of your CPU and OC your system to 4GHz cooling dependant. Your CPU is doing the physics at that point (low FPS) a OC will help.
