First of all may I ask why you have 2 x 1600W PSUs powering your system? when one is more than adequate.
Also you will not achieve a 5.4GHz OC with the FX-9590 unless you are on LN2 and DO NOT use AISuite to OC your system. Get to know your Bios as it is there that changes to system settings should be made.
Make sure the 4pin socket is occupied to assist your CPU stability.
If you have made any OCs, reset CMOS to defaults and use D.O.C.P in Bios to allow your system to initially configure CPU bus and ratio and memory timings to be auto optimized.
Your system was probably throttling back because of incorrect settings.
