Help! CPU Utilization!

I am running an AMD 9590 on an ASUS Crosshair V Formula Z with 32 GB AMD Gamming series 2133mhz mem. and 2 R9 295x in crossfire. I have 2 Lepa g1600 PSU's powering. No matter what I do my CPU utilization never goes above 29%. With gamming and stress stests. When I run a stress test it flat lines at 29%. I have updated my power settings to performance in win 8.1 with 100% min and max CPU utilization and even prioritize the program Im running at the time but nothing changes. At stock 4.7 settings the CPU only runs at 1.37 and when I use AI suite to overclock to 5.4 it runs at 1.57. This doesn't seem right to me. This is my first performance build in a long time so Im still learning. It seems a waste I can only utilize 1/3 of my processor. I have also performed a clean boot by disabling anything other that windows so I know it is nothing I am running it has to be win 8.1 or in the bios. Can anyone help!

Hi MikeBGeyer and Welcome to ROG.

First of all may I ask why you have 2 x 1600W PSUs powering your system? when one is more than adequate.

Also you will not achieve a 5.4GHz OC with the FX-9590 unless you are on LN2 and DO NOT use AISuite to OC your system. Get to know your Bios as it is there that changes to system settings should be made.

Make sure the 4pin socket is occupied to assist your CPU stability.

If you have made any OCs, reset CMOS to defaults and use D.O.C.P in Bios to allow your system to initially configure CPU bus and ratio and memory timings to be auto optimized.
Your system was probably throttling back because of incorrect settings.
