Gpu-z shows 1607/1683 but my card should have 1683/1759 clocks.
Did I get the wrong card or is it something with gpu-z?

The top row in GPU-Z shows the current values the bottom row (default) shows the default values. Right now without enabling OC mode you are at the default cocks for base and boost 1607/1683 both rows current and default are reporting the same. Once you enable the OC mode I suspect that you will see in the top row the base clock of 1683 and boost clock 1759 as listed in the specs for your card.
Here is an example one without the OC setting applied with GPU Tweak II and the other with it enabled. Notice in both instances my bottom row Default Clocks are the same but the upper row shows the current setting. My 1070 in the system I'm on now is a GTX1070-O8G-Gaming so my clocks will be different than yours but you get the idea.![]()
