New problem on previously working system or new system?

14 is pre memory CPU initialization..

Have you tried removing CPU and checking socket pins are OK....remounting cooler evenly without over-tightening.

Hard to tell from the Blair witch video:pbut do you have 8pin and 4pin and 24pin ATX power connections populated?

Probably good to list full specs...BIOS version etc.
