From 1.4 to 3.6?! You mention both decrease and increase. Could you be more specific, please. If you post all your hardware, especially RAM, that would give a better view of what your problem may be. There is a phenomenon called V-droop, which is a normal occurance of slightly falling voltage, that could be it.

I mean, the droop is normal, shouldn´t cause BSOD, I don´t think you can get rid of it (but I´m still learning). You´re not by any chance using Corsair Vengeance memory, are ya?!
A run down or simply too cheap PSU may underperform, happened to me once. OCCT psu stress test proved that to me, my 5V line was too low, call it abnormal droop 😉 Changed from no-name brand to a well known brand, did the trick.
