CPU vcore settings

Hello everyone.

I will be honest, I am a real rookie when it comes to the finer points of computers. I bought my first gaming computer in a long time, I noticed my AIO fans were a little loud on the new computer. I know the fans are the likely culprit but as I was asking around for tips on how to run a cooler machine someone noticed my CPU was getting a little too much juice. Even when it is not under load it is receiving 1.056 volts according to the BIOS. Is that normal? I suspect not, but have not figured out how to manually lower the voltage in BIOS. I may have some other rookie questions as well but I will stick with that for now.

My AIO Pump is also underpowered, going over just 2000 rpm a minute on the 'Performance' setting. It is plugged into the "AIO Pump" header on the motherboard.
