CPU utilization peaks and locks system - intermittent problem

System Specs:
Maximus V Extreme
i7 3770k @ 4.2g
8gb PC2600 ram
OCZ Vertex 4 SSD in Raid 0
Asus GTX680

Issue:
Windows will randomly start freezing up. When I check the Task Manager I can see that all the cores on the chip will jump up to 100% utilization. The computer will lock up during this time. The computer will recover after 2-3 seconds and will work okay for 4-5 seconds and then the cycle repeats.

I don't see any processes that are using the CPU time. I'm honestly at a loss. I thought the issue was because I was not running a legit copy of Windows. I've since remedied that situation but the problem persists.
I'm running a fresh install of Win 7 Pro 64bit with all the most recent drivers installed.

I haven't found any consistency on when the issue happens. Some times I'll go days without the problem showing itself.
Other times it'll happen 2-3 times in an 8 hour span. After rebooting the machine the issue goes away. I'm assuming its software related since this does not happen when I'm running Ubuntu on this machine.

The issue gets worse the lower the clock on the processor. When I have the chip down to 3.5ghz the computer becomes completely unresponsive for much longer stretches of time

Anyone have any thoughts on this issue? I've had this problem for going on a year now and I'm getting pretty tired of it. The last intel based system I built years ago had similar goofy quirks with it. I've never had any issues like this with AMD setups 😞
