CPU System Agent Voltage always higher than I set?

Just a quick question for you awesome people out there. I am tweaking my voltages on my i9 7960x / ROG Rampage VI Extreme motherboard to stabalise my DDR4, I have noticed that whatever I set my voltage for CPU System Agent, the reported voltage is always higher than what I set. By quite a bit. I can only think that LLC is getting involved here? Any thoughts? In this instance I had set to 1.15v.

Interestingly if I leave the voltage setting for CPU System Agent Voltage to Auto, the reported voltage lines up exactly with the voltage set by Auto. It seems only when I override the voltage with my own setting does it seem to be inaccurate?

Voltage readout is software wise always unreliable and could be different. LLC only can get involved when you can set it in the BIOS for the ringbus. And on my Hero XI i can't
