CPU Stuck At Idle Clock Speed Under Full Load

Hey, guys, first time I've ever asked for assistance from a forum, but I'm stumped. I just bought a new case, motherboard, processor and RAM and I'm having an issue with my CPU clock speed not increasing under load.

My clock speed idles around 1400MHz [200 x7] but even when I run Prime95, there's no change in the speed in Core Temp. My VID stays at 0.8750v and CPU temp between 21 and 25c. I flashed my BIOS up to the most recent version and have tired everything I could find searching the issue online -- disabling Turbo Mode, Cool n Quiet, CE1, Core C6 and APM Master Mode; re-flashing BIOS; setting CPU & NB Voltage to Offset Mode; making sure Slow Mode is switched off; and attempting to overclock it to 4.0 with AMD Catalyst Overdrive. My set-up is:

AMD FX-8350 4.00GHz 8-Core [Stock Cooler]
Radeon Performance Series 2x4GB RAM R1866 [Clocked at 1600MHz]
XFX Radeon 7850 2GB Video Card [Old]
Cooler Master 600W Silent Pro Modular PSU [Old]
OCZ Vertex 128GB SSD [Old]
Hitachi 500GB 7200RPM HDD [Old]

Hi Mr.Creeper and Welcome to ROG

OK, Lets recap a little, Did you first load Exteme OC profile in Exteme Tweaker Menu.

Tried selecting D.O.C.P for auto optimization, then run a stress test and CPUz to determine what has been chosen for you.

Enabled Xtreme Tweaking.

Set DIGI+ Load Line Calibration to HIGH.

Checked within windows your MSconfig.exe settings for HAL and that all cores are unlocked.

Try these for a start and please report back with the results.

Should this not help we may have to look at your PSU.

If you put a flash drive in a usb port .. while you are in the bios you can take screen shots onto the flash ..
that would be helpful .. post them here. or a screen shot of 2 cpuZ's open .. main and memory.
Your multiplier is @ 7 i.e. .... why ?

MeanMachine, I went down your list and tried everything; still no change. Loaded Extreme OC Profile; set D.O.C.P, stress test showed the same read-outs [after do these first two, my internet and audio are disabled now]; enabled Xtreme Tweaking; set DIGI+ Load Line Calibration to high (they were set to ultra high and extreme already, but I lowered them to high to match your suggestion]; checked MSconfig.exe for HAL, but did not see that option, under Boot Advanced Options I clicked the Number of Processors Box and set it to 8 but no change; used utility to disable all options for core parking.

chrsplmr, that's a great link. I read through what some of the options I'm changing are. Here's the screenshots you asked for. I have no idea why the multiplier is stuck at 7; part of the main issue I seem to be having.

Mr. C ... I would do two things.

1st .. Since your memory is 1866, I would use the drop down under DOCP and choose 1866.
2nd .. I would change the Manual settings to Auto (since you are not setting them manually) under
cpu/nb voltage ... (top of the screenshot)

It looks to me as if it is just accepting the last voltages as auto under manual since you didnt change them ..
choosing Auto will fix them to the settings on the 2nd screenshot ... ie .. multiplier 20
Your cpu voltage is .864 for example and this should be around 1.4 to get you to the Joy ..
That cpu will do 4.6G easy ... I have seen many tweaked to 5 with the right cooling...

Go into bios .. change Manual to Auto .. f10 .. enter and see if that doesn't do the trick ..
(if not .. you can enter them manually .. but it will. .. when you get you tweak'n OC on you will
want to play with those.. haha.)
then you can go back after the memory...

Tried your suggestions, chrs, but the other option for Manual Mode for CPU/NB Voltage is Offset Mode. I've added a screen shot of the change to the previous imgur folder. No luck, still. Could it be a bad processor or motherboard? Mean also mentioned it might be a PSU issue so I might just grab a new one to test that out, too.

OK .. I would put it back to Manual and set cpu to 1.4 .. f10 .. [enter] ..

Have you been through the whole bios ?
cpuZ tells the tale, its not doing what is set.
((I uninstalled AMD OverDrive right after I installed it.btw...
the bios has all the OC tools you need.) .c.

Nope, still 1400. Only difference I noticed was a 10 degree increase in CPU temp listed in Core Temp app.

Gonna run out and buy a new PSU to test out. Hopefully that does the trick.

You may try flashing to the next to the latest bios as well.
or re-downloading the one you have. .c.
