Hello rusheqart, When you have speedstep enabled and windows power plan set to balanced it is normal for your cpu to throttle down, it is a power saving feature.
If you would like your cpu to run at a constant speed disable speedstep and set the windwows power plan to high performance then your cpu will run at a constant 3400 mhz.
