Choppy gameplay in games like Tera, and Blade & Soul

CoNative
Level 7
Been experiencing terrible lag in games like Tera, and Blade and Soul. Been through multiple support chats, with no solution. The lag occurs in a split second, in which my FPS drops from a solid 60 to 45 or lower, consistently. Recently reverted back to windows 8.1 from Windows 10, with again, no solution. It would make sense if my computer just couldn't handle the games, but these games are so much alike... Also I have no problem playing games like Nosgoth, or League of Legends, or even Smite. Well, my specs.

You did not specify resolution, game settings like aliasing, shadows, vsync. You may play well, but without in depth understanding of the hardware and software you are shooting in the dark. We are shooting in the dark too unless you tell us enough.
I will stop here as we are all in the dark 😛
I would start with Win 7 and although you have a good MB and CPU your vid card will not play TERA at higher settings and 1080P.
Are you running off an SSD drive? You may be getting loading delays, your ISP fast and low ping?

My resolution is 1920 x 1080

Also my ISP checks out, my speed tests from multiple sites are flawless
I have Tera in my Steam library located on my (D:) Drive
