Boot Issues

Hello, this is my first time posting.
I recently built my first PC and have been experiencing consistent issues at start up. For 6-8 weeks the PC ran great, with no real issues to mention. The original OS was windows 8 and later upgraded to 10. The PC itself is used for video editing and rendering. Here are the specs:

Motherboard Asus X99-PRO/USB 3.1 ATX LGA2011-3 Motherboard
Processor Intel Core i7-5820K 3.3GHz 6-Core Processor
Processor Cooler Cooler Master Seidon 240M 86.2 Liquid
Ram G.Skill Ripjaws Series 32GB (4 x 8GB) DDR4-2400
Graphics Card Asus GeForce GTX 970 4GB STRIX Video Card
Hard Drive 1 Samsung 850 EVO-Series 500GB 2.5" SSD
Hard Drive 2 Western Digital 1TB
PSU EVGA 850W 220-GS-0850-V1 R
Case Fractal Design Define R5 w/Window (Black)
Operating Sys. Windows 8.1 Pro (Student)

In order to start the PC consistently, I must do one of the following: disconnect or turn off the PSU, remove the CMOS battery, or use the CMOS reset jumpers. Additionally, the PC will occasionally turn off on its own - with no blue screen error. This typically happens after prolonged use and only when the CPU is even slightly overclocked. However, the startup problems are persistent regardless of overclocking.

All diagnostic tests pass, with the exception of RTC accuracy which indicates a failed result. Strangely, stress tests at maximum load do not cause any immediate issues or instability even when OC'd. However, after running a stress test (Real Bench or Prime95), if I shut down, the PC attempts to turn off, monitor turns off - fans continue to run, MOBO remains on (with AA code).

I first noticed the issue about 2 months after first use (about 2 weeks ago). Since that time, I have swapped out PSU's believing it to be a faulty power supply. The issues persist. I have formatted my HD and re-installed Windows 10, the issues persist. The Motherboard has been replaced with a like model, the issues persist. I have cleaned out my case and re-installed all components looking for wiring issues, and the issue persists. I have even RMA'd the processor as a last ditch effort - no luck.

These same issues occur with or without Asus AI suite III. Although, the system instability (while powered on) seems to be less consistent without the software - although I cannot quantify this observation. I have updated the BIOS, flashed to a previous version...
I am at the end of my rope. So, I thought I would ask for help here. I suppose there is always the possibility that the PSU or MOBO I
swapped had issues themselves - but this seems very unlikely.

Help??

I removed the CMOS battery for 15 min or so, reconnected, Restored defaults (F5).... the system shuts down when I exit BIOS (rather than reboot). To start the system, I remove power from the mobo (PSU switch or unplug), then restart.

If I hadn't replaced the MOBO and PSU I would definitely think it was one or the other as it would seem like a power problem.

Can you confirm that you've connected the 8 pin power cable to the corresponding header on the motherboard? For testing purposes make sure your motherboard is running the latest BIOS and use one memory module in the DIMM_D1 slot for the meantime.

Correct, both the 24 pin and the 8 (4+4 cpu) pin are connected to the Motherboard. I have changed out the 8 pin believing it may be a short, that didn't help the issue.

Per the motherboard specs a single stick should use the D1 slot (which I have tried), but can instead use the A1 if you believe it may help with diagnosing the problem.

Thank you for taking the time to post here as well. This has been quite a frustrating issue.
