Hello all, please help!
I'm rocking 7950x, Asus X670E E-Gaming, 64gb 5600 cl40, 4090.
Case: NZXT H7 FLOW with 3 intake fans at the front
Cooling: NZXT X73
PSU Be Quite Dark Power Pro 12, 1300w
I'm using my pc for work, 3d modeling and rendering, and sometimes playing CS2 with friends. A few days ago, I decided to update the BIOS and chipset driver because I hadn't done that in the last 3 years. My previous BIOS was, I think, 2007. With the stock setting, I would get a 39000 score in CB23, but I haven't been comfortable with 90+c temps, so I used the PBO Enhancement 80c preset, EXPO Tweaked, and curve optimizer all core -10. With these settings, I was pulling 38500-38900 in CB23.
After the BIOS 3205 update, I can't pass the 34900 score with CB23, it's more in the high 33k and low 34k range. Also I notice that CS2 1% lows, but also avg fps is a lot lower. 1% dropping to 90fps with 1280x960 res and low settings, before it was never below 250 on competitive 5v5.
I tried all possible settings in bios, everything at stock, tried pbo all presets, curve optimizer. Nothing seems to help. And with HWInfo, I notice that my cores are not working at the same speeds as before, 1core boost now is 5.5-5.6GHz, before was constantly 5.7-5.75ghz, all core speed while running cb23 has been 5.2-5.25ghz, now half cores are at 4.8GHz, and half are at 4.6GHz.
I'm willing to send anything if needed.

perhaps you should first test CinnaBench23 on default setting of your 3205 bios, write the results down, then attempt to install the older version of the bios onto a flash drive, and finally test the 2007 [or oldest] bios on default in CinnaBench23 to verify any differences.
* Please note that not all bios updates help with performance and most focus on stability for all users high and low end. Sometimes this creates performance issues for high end desktop users and then we high end desktop users have to play around for hours finding the best one for our setup. I have about 15 updates every day myself and bios updates every month so it's a pain.
