Does all ram run at 1333 stock out of the box as i have noticed my corsair does as it is rated at 2133 but runs at 1333. But on the other hand on my wife's computer, she has gskill ram rated at 1600 and is running at 1600 out of the box. Why is this...

In order to OC my CPU I must run ram at lower stock speeds to get into the desktop. So is faster ram better or OC CPU better if you can't have both?
