For the 4th Gen i7-4790K you will always get high temps if you do not adjust the Processor Current Limit option in the BIOS, your XTU screenshot shows this to be excessively high.
To run at 4.4Ghz try a lower value,
- Proccessor Current Limit = 105A
- Vcore 1.20v < Set in your BIOS
- VccIO leave to the default value = ~1.015v
- VccSA leave to the default value = ~0.85v
Hopefully this will get you reasonably lower temperatures.
