13700K ROG Strix Z690-E AI OC not holding all core boost clocks

I've been struggling to find the right BIOS settings to get a mild overclock, or at least get the advertised speeds. I want to keep voltages reasonable, stability is a priority. What changes do I need to make to achieve sustained clocks in line with the prediction? TIA

Idle P-Core frequency is .8-5.7, E-Core .8-4.5, Ring 4.5-4.8

In Cinebench R23 it's boosting to and holding 5.1P/4.2E/4.5Ring, 215W, Vcore 1.288V, P-core temps max 85C
