Weird CPU Thottling on C5FZ

Hey Guys,
I'm having a weird issue with my C5FZ...
For some reason the base clock, which is supposed to be 200 at stock, is stuck 191.12 (seen on Core Temp 1.0 RC6), but also shows up as 200 on CPU-Z, while my multiplier is currently at it's stock 20.
Now when I rum Prime95 (Small FFT), my CPU will only go up to about 95% and 3.77 GHz...
Also, when at full load, my multiplier constantly toggles/throttles between 20.0 and 17.0.

I'm running Windows 8.1 Pro and I'm not seeing any error codes on my motherboard (other than code 66 until I uninstalled AI Suite II). I am also on the latest 1602 BIOS, but I also tried downgrading to 1503 but it made no difference so I went back to 1602. I'm running at stock settings (F5->F10), and I tried running my RAM both at 2,133 MHz (D.O.C.P. profile #0) and at 1,333 MHz (Windows defaults).

If anyone has any idea what the f**k is wrong with my system, please let me know asap... 🙂

Also, when I stop P95, my CPU clocks back up to 4.01 GHZ and my multiplier doesn't fluctuate from 20, even though my base stays at 191.12. 😞

To me .. I'd say look at your Core Voltage for the answer.
A little bios tweak'n is in order. Look at the stickies in the CrossHair section.
Both OC threads are great .. not just the Z .. but the 'Vanilla' is delicious as well.

I raised my CPU voltage from "Auto" to 1.4 volts and the bas-clock is still stuck at 191.12... 😞 Are there any other voltages that I need to adjust?

EDIT:
I went back to the BIOS and raised my base-clock to 205 and mow my base clock is 195.91... Weird.... 😕

But it still only goes to 95% at full load with p95, only now it reaches 3.87 GHz.
CPU-Z shows a base clock of 205 and the multiplier still fluctuates between 20 and 17... 😞

I have the same problem before, but now with some tweaking and testing in the bios I found the answer. I'm stable now at 4.8GHZ with 1.452v @ 2600MHZ FSB and 2600MHZ HT with the max temp. of 70c at full load with prime95 small fft's

1. set the bios to manual mode on AI tweaker
2. set the desire cpu ratio, (in your case try to put the default clock first) multiplier of 20
3. set manualy the dram frequency to the xmp profile of your memory
4. leave auto the cpu/nb and ht, or incase try to increase both to 2400mhz or 2600mhz
5. disable the amd turbo core tech.
6. set cpu loadline calibration to extreme
7. cpu current capability to 130%, for now leave other in auto
8. set cpu and cpu/nb voltage to manual
9. set cpu voltage 1.4v - 1.45v as a starting point, it is more than enough for the cpu that runs 4.0GHZ as default
10. set dram voltage to the specific xmp voltage in the memory
11. for now leave others in auto
12. disable quiet and cool, c6 state, and all of the cpu power management
13. save and exit..

test in prime95 small fft's in 30min to 1hrs and monitor your temps, if it is stable you can now start bumping some cpu ratio
if not stable pm me and we will try to tweak more in the bios, if you want to check my screen on my rig that runs 4.8GHZ i will post it now

Ok, so I followed Xyper18's instructions and manually set my CPU to 200x20 (as well as manually setting my RAM to match XMP profile #1 [2,133MHZ 11-12-11-30 @ 1.6V]) and now I'm finally stable at 200x20!

Both CPU-Z and CoreTemp show me running at 4013.54 MHZ (200.68x20)! YAY! At full load (p95 small-fft for 1 hour) it finally clocks to 100% stable! Only thing is that Task Manager says that I only clock up to 3.97 GHz, but since both CPU-Z and CoreTemp show 4.013 GHZ then I guess that it's just TM that's wrong...

As far as temps, I sit nicely at 18c at idle, and got up to 69c at full load. It seems pretty good for just the single thick-120 of the H80i, but I'm a bit hesitant to clock any higher until I get a custom loop going. Just need to decide if I will WC my 7950 or if I should splurge for a 290/X and buy a block for that... 😛

Nice job mate!!!!! well as I said to u before u can try bumping some cpu ratio until it get unstable in that way u will get to know better ur chip
but always remember monitor ur temps, well for the task manager issue its normal for all.
for a gpu try making crossfire for better graphic performance if ur in a budget or take the new r9 290x its up to you.
a custom water cool? much better, like mine a fully custom watercooled rig with gpu in sli.

Yeah... As far as price is concerned, with a respectable OC plus a watercooling loop and my current 7950 (also OC) I'm already at the limit of my AX760i... So if I wanted to either get a second 7950 or upgrade to a 290X I'll also have to buy a new PSU of at least 1000W... 😞
I'll have to think on that for a while, eh? 🙂

well for the psu issue in crossfire that wont be enough but for a single r9 290x and a watercooled set it will certainly can handle by ur psu now.
but its up to you, take your time and just enjoy your overclock cpu for now...:o
