VII Formula Not enough USB Controller Resources

That is the message I've been fighting since I completed this build after upgrading from a Rampage IV-E.

My USB devices are:
Rear Panel:
HooToo USB 3.0 Hub plugged into the first ASMedia 3.0 port
-Netgear USB 3.0 Wifi Adapter
-ASUS USB 3.0 Bluray drive

Monitor USB hub is plugged into the first Intel USB 2.0 port
-Razer Blackwidow
-Razer Naga
-Razer Orbweaver
-Xbox 360 Reciever

Internal Headers:

ROG_EXT USB
- ROG Front Base

USB 2.0 Header
-Corsair Commander Mini - Controls Fans, LEDs, AX860i and H100i

USB 3.0 Header
-Case Front Panel

With all that plugged in I am able to plug one additional USB device into any port. After than any other USB device I plug into any
port, be it front panel on case, Hootoo hub, Intel 3.0 ports(which are completely unoccupied), etc I get a message that pops up saying
"Not enough USB Controller Resources". I've tried multiple combinations of plugging all my devices in other USB slots and the problem
doesn't cease. I've ensured all the drivers are current. This can't be a power issue because most of my devices are on powered hubs.

Is this some sort of limitation with USB 3.0? Faster but less room than 2.0? I ask because on my previous system I never
ran out of resources and kept a 4tb My Book, 2tb Passport, a USB thumb Drive and a printer in addition to what I have listed above.
At one point on the RIV-E system I had 2 HDDS, a thumb drive, a wife adapter, a bluetooth adapter and an iphone plugged into the Hootoo

Hello

This may be an issue with one or more of your connected devices not being fully compliant with the latest Intel xHCI spec. Disable xHCI in the motherboard's UEFI and see if the error still occurs.

and this is why I posted here. I knew I hadn't tried everything yet. Thanks Praz.

Note that disabling xHCI makes the Intel USB controller USB2.0 only.

That's correct but if using non-compliant hardware it is the only workaround.

Disabling xHCI didn't improve the issue. I am however going to try to acquire a different xbox 360 receiver this week to test. Through testing this evening
I have discovered that if this device is not plugged in I can add as many devices as I want. I currently have 3 USB HDDs(1 My Book, 2 Passports),
1 USB thumb drive, bluetooth receiver and my iphone plugged into the Hootoo. I have my keyboard, mouse and orbweaver plugged into the monitor.
With all that I haven't seen a single message pop up telling me I'm out of USB resources. When I add the Xbox 360 receiver to the monitor or the
Hootoo, boom I get the message. I have to unplug 2 HDDs, the iphone and a USB stick before I can plug the controller in w/o a pop up.
