Very Low VCore Voltages

I recently put together a system and I have an Asus ROG Strix X370-f Gaming motherboard and a Ryzen 1700 CPU.

After having gotten everything setup I noticed that the Core Voltage of the CPU was extremely low. At clock settings the voltage is showing up in CPU-Z, HWMonitor, and Corsair Link as anywhere from 0.260V to 0.630V with the system idling. I changed the voltage (in the BIOS) to a fixed 1.35V and it then showed 0.665 in those programs.

Another thing to note is that when I check the voltage in the BIOS it shows up correctly. So this only is happening once the OS loads and I check the voltages through the various tools I mentioned.

This is my first build so I do not have much experience with troubleshooting this. Thus far I have reset the CMOS and am currently running on stock settings.

Any help would be greatly appreciated!

I have the Ryzen Balanced Plan set and under the setting Processor Power Management -> Maximum Processor State = 100% and Minimum Processor State = 0%. Not sure if that is what you meant but that is all I could find that had to do with the processor in advanced power options.

Okay so after trying another program to check the voltage, HWINFO64, I have different results. HWINFO64 reports a voltage of around 1.1 with stock settings and when I set the voltage 1.35V it showed it at exactly that. So now I'm wondering why all the other monitoring tools reported the voltage incorrectly? Is this perhaps something to do with the BIOS? I am running at the latest version, 0808.

Hello, a little offtopic but do you have low temperature bug with your 1700? Showing 9° in bios

Most AM4 motherboards have required specific updates to CPU-Z in order to get the vcore to show correctly, the CH6 had the same issue for a while IIRC.

I do not have the bug when I am in the BIOS, there it shows me a temperature that makes sense (23C-27C, that's off the top of my head, I don't remember the exact temp). But I do see an incorrect temp in Windows (in every monitoring tool I've tried).
