Using the OC panel

Although the manual does give basic info on the OC panel, I dont know how to use it to change fan speed.
Pressing the little fan button, toggles between silent, standard and turbo. I cant seem to get it to load custom profiles or full speed. Is this the way it's supposed to be?

also when pressing the top left button, it toggles a display to a voltage control panel- what is v input and how is that different than v core?

When pressing the button just below that one, the display shows ROG, OC lvl1, and OC lvl2. What are the parameters of these three levels?
