Turbo V Evo OC to 4.2ghz i7 3770k but computer reads 3.5ghz

I used the Turbo V Evo software and CPU Level Up to 4.2ghz, such as the title of my thread dictates, but I look into "My Computer" and it reads 3.5ghz, also, the CPU-Z Reads 3.5ghz. Did the Turbo Evo Software really OC? And if it did, how come it is not being read?
Also, I went into the BIOS and changed my RAM speed to 2400, it was at 1330, and I need the speed, so I manually entered it, where can I go to make sure it did so?

Asus Maximus V Extreme
i7 3770k
16gb ram G Skill Trident 2400
Samsung 850 Pro 256gb
WD Black 2tb
EVGA 670 FTW

Thanks for your help everyone, I really need to get this bad girl oc'd to 4.2 (4.6 if I can make sure it is actually at that speed)!!

Welcome to the ROG Forum!

Have you checked it under load? The power saving features may be on, so while not under load the CPU downclocks itself... let the GPU-Z open and start a stressing application - if the OC is applied, the CPU frequency will jump up

If you want to OC though, I would recommend you to do it from BIOS and do not use any presets like Turbo Evo does...

Oh, and check your temps!!! Those presets usually increases the voltages too much, which will cause rapid increase in temps...

Use CPUz to check your ram speed.

Just out of curiosity, you didn't list a heatsink in your description. I hope you're not overclocking with the stock one that came with the processor.

CPU Level Up is a cool feature to have. But I'd recommend you read this short Guide: Overclocking The Core i5-3570K To 4.5GHz On The Maximus V GENE by MarshallR. You'd get better results and a more enjoyable overclocking experience. The guide uses a different CPU and motherboard than yours by the concepts are the same. Have a good read. 😉

Thank you so much for the replies everyone! My temps are still pretty low 30 degrees idle, I'm going to do some video editing later to see where it goes to.
The cooler I'm using is the Corsair H100i with switched out fans to Cougars
I'll take a look at the guide Chino! 😄

As far as voltages go, I'm guessig Vcore is it, it's giving me 1.288V
