Slow shutdown & restarts + Keyboard lights stays ON

Hi all! I don't know if it's a motherboard issue or a OS issue, but I ask for your help. I have a Maximus vii Hero.

Here's my problem, I'm on windows 8.1 x64 and when I proceed to a reboot or a shutdown, it takes about 15-20 seconds before the process to be completed. I mean, my screens goes off, but the computer remains powered 15-20 sec before shutting down or reboot.
It wasn't like that a week ago, I didn't change anything in my config.. that's weird.

Another thing, when I shutdown, my keyboard light (num lock) remains on even if all is shutdown. Any Idea ?

Windows 8.1 does turning off different then Windows 7 actually it hibernates.
You should disable it in power settings same goes for keyboard.
Also run "cmd.exe" as admin and type " powercfg.exe /hibernate off "

For that slow shutdown check Event Viewer > System maybe some service is not responding to Shutdown command or its taking too long.
