Set Boot #1 to M.2 SSD [resolved]

bios has remembered the boot order and is bootng into windows fine now.
I do not know how/why this has happened.
Also, I noticed something strange in my boot order:
computer turns on and shows ROG logo (with the option to pres del/f2)
screen goes black and the Plextor logo appears with some text and checks or something
screen goes black again and ROG logo appears again
Windows logo and login screen
Its like it boots twice or something?

Another note: I used EaseUS ToDo backup to clone my os drive to the plextor

original post:
Hi there,
I recently cloned my os drive to a plextor m.2 ssd.
My motherboard is hero vii
I can boot into my os if I click on plextor in the boot override section in bios but if I set the plextor as the 1st boot option and then click save changes and reset, the changed boot options do not appear in the "save configuration and reset?" dialog.
I say ok anyway and when the computer resets it does not boot from the M.2 drive and I get the windows boot error.

Has anyone else experienced this with m.2 drives? For now I am having to boot override into that drive from bios every time I turn the computer on.

just to re-iterate:
Set plextor as #1 boot option,
save bios settings and reset,
boot from plextor does not occur,
checking bios shows no changes to boot order ever happened and it is trying to boot from non os hd.

details:
Plextor PCIe M.2 2280 SSD, FW Version 1.03, model PX-G256M6e
ROG UEFI BIOS Utility Version 2.16.1240
motherboard Maximus vii hero
