Can anyone shed any light on this? my 1070 didn't behave like this at all on this mobo/bios/cpu combo though that was a strix model with a zero rpm fan mode if at all relevant.

Update:
I've installed BIOS 5216 tonight and initial impressions are mixed. I'm now back to the CPU being a bit too trigger happy with boost whilst on the desktop and will not idle at less than just over 1v. This bios hasn't done anything to address my RTX 2070S fan issue at startup either. Performance wise I've seen a slight gain in timespy CPU score but nothing to to get excited about. System stability still appears to be ok...all be it with the over enthusiastic boost behaviour and the elevated temps that come with it.
I really hope the next BIOS update really puts some of these old issues to bed
