RIVE IV Black dead?

Hi All!
I have a RIVE IV Black mobo that is stuck in a boot loop. Its actually my 14 year old sons that I gave to when i upgraded years ago. This morning he accidently kicked the power cord and it turned off not shutdown but lost power. It immediately started up again but turns on for 2 secs then stops and stats again. No Error Code just a 00 and no data to monitor. The psu switched lights from green to red as it starts and restarts. I switched psu's and the same restarting loop happens with other psu...
have a 1070fe
cpu 3930K
Ripjaws memory forget what kind
I have done this to it...with both power supplies
Unplugged all power...no difference
all peripherals removed except 1 mem same loop.
remove CMOS and put back after 10 min...same loop

Any Ideas?

Quick update...the CPU_LED light is lit when its trying to boot

Have you tried flashing the bios?

this board doesnt have that function. It is not making it far enough into the POST processs. Fans turn on for 2 sec then it shuts down again. It has 2 bios I can switch between and thats working though or at lease the little yellow light is moving from BIOS 1 and BIOS 2.

I am guessing the cpu is "dead" not sure why or how. Going to try to sell mobo/cpu/ram for $150 to see if someone else would like to find out. I figure a LGA2011 cpu would be able to solve the mystery.
