If the BIOS on the board is old....1404 or before you need to update the BIOS from .ROM to .CAP

However if the BIOS is .CAP already...any bios from 2002 and up can be flashed with no CPU present....BIOS flashback method

Take BIOS file (5001 latest) and rename R4F.CAP
Place pendrive in ROG connect port of I/O panel
Press ROG connect button for about 3 seconds
You should see ROG connect button and BIOS light next to BIOS chip begin to flash
If it flashes a few times and stops something is wrong..
If it flashes continuously for over a minute...getting faster and faster...then flash is good. However when you do place CPU and boot first time the system might flash iROG once or twice...restarting so leave it alone for a while on first boot...
