I assume your Keyboard has a "power" button? If not then no. And it will work W/PS2 keyboard but IDK about USB. Try these settings:
Advanced menu.
USB configuration submenu:
Legacy USB support: Disabled
Legacy USB3.0 support: Disabled
APM submenu:
Power on by PS/2 kybd: enabled
Power on by PS/2 mouse: enabled
The problem is once you Disable "Legacy USB support" you may not be able to get back into the BIOS again without a PS2 keyboard or CMOS reset. The alternative is copy BIOS1 -> BIOS2 before setting this, then if you need to get back into BIOS switch to BIOS2. FYI. GL.
