Im having the same problem with PCH fan running at full speed, can't control it in the BIOS?

Something similar happened to me. What I think fixed the issue was leaving all fan control settings enabled even if they are of no use. For example, I had cpu fan disabled cause I watercool my cpu and this prevented other fans to respond to their individual settings. Hope this helps.
