Rampage IV Extreme in reboot loop - new build

i7 4820k
32gb corsair vengeance ram
GTX 780 DirectCU II
H100i cooler
CX750M
600T corsair case
Seagate 3T + 2T barracuda
Samsung 240gb SSD

Hi I'm putting this lot together and the system won't boot, it starts, fans spin, lights on the H100i flicker then it goes into a reboot loop. The CPU_LED light is red and there's nothing on the debug display ie it doesn't light.

Things I've tried:
Building outside the case
Replaced the PSU
Replaced the CPU
PSU with 24 pin + 8 pin + 4 pin
PSU with 24 pin + 4 pin + 4 pin
Cleared the CMOS

I'm our of ideas so any help would be fantastic

Can i just ask about the H100 Did you have it connected to molex for power, fans to pump block and pump block connected to CPU fan header? Was the pump of the H100 starting? the fans starting up?

H100i isn't molex it's SATA and the two fans were replaced with sp120 quiet fans and connected to the pump block but the pump block was connected to the cpu_fan

and yes all the fans started even the H100i for a split second

New mobo arrived today. This is my first real build and she's a beauty. Thanks for all the help folks.
