Rampage IV BE LAN and Wifi Issues

I recently purchased the Rampage IV BE and had issues with both the LAN and WiFi. It was determined to be defective after RMA processing. I just received my replacement and I am experiencing the same problems with the new board. I was wondering if anyone has had or has heard of someone having this issues. I don't know if I am extremely unlucky or if these were part of a possible "bad Batch". Below is a list of all things I have tried to resolve these issues.

1. Re-install all drivers in normal and safe mode with both updated drivers and drivers that come on MOBO driver disk
2. Re-install OS multiple times ( Windows 7 64-bit)
3. Used external WiFi card (Asus USB-N53)
4. Used PCI LAN card
5. Adjusted Router settings and local network settings

If anyone has any input to what could be the cause of this problem it would be greatly appreciated.

I'm having trouble with my download speeds. Upload is fine. I ran a diagnostic test in windows and it said the adapter is configured to run at low speeds and I do not know how to properly adjust the adapter setting for optimal performance

Well I think this is just a configuration issue.

Your Adapter is configurable using the software utility that came with the unit.
Change from 2.4GHz to 5GHz and run SpeedTest.

There is also a driver update for W8 at the support site.

A little detail here would be helpful, such as the name/title of the software utility you're referring to... The RIVE support CD isn't the easiest thing to navigate, with a dearth of info on what can be/will be installed. I can vouch that the driver update does not boost the lower NIC settings for Win7, at least.

I should add that I just tweaked the settings to max the network card via Device Manager, but that wasn't an option mentioned so far.
