Questions about Crossfire Radeon 7950's on a Rampage III Formula Mobo

I just picked up an X58 Rampage III Formula board and another 7950 so I can run crossfire. I read in an article on this website (link: http://rog.asus.com/15512011/rampage-iii-motherboards/rampage-iii-formula-extensive-overview/) that Slot 1 and Slot 3 will run 16x/16x......I am currently only able to get 16x/8x using slot 1 and slot 3.

Can anyone help me out as to why??

PCIE spec:3 x PCIe 2.0 x16 (dual x16 or x16, x8, x8)
so, if you want to used SLI or Crossfire feature,i suggest installed the graphic card on slot1 and slot3
You can reference user manual page 2-29 for detail..
