Q code 13 then 76

So i am trying to kick off this new build and am having problems. first ill list the stuff
hero vii mobo
4790k
16gb (2x8) gskill ripjaws
strix 970
h100i cooler
corsair gold 650 pwr supply
all in a C70 case

so i put everything together and got a code 14 then a 76 then i pulled CPU and reinstalled and then got 13 then 76 qcode.. I read thatthe bios needed to be flashed for the 4790k so i did via the manual and lights flashed and went out like they were supposed to. put everything back together and same 13 then 76.
then i removed everything except cpu and mobo still 13 the 76.
then i removed the entire mobo from case to see if that was the problem with a short still 13 then 76.

I think the MOBO or CPU is bad anyone have any ideas?

basiclly bios wont start. i was thinking of trying my 4790k in another mobo to see if it works

Are you connecting to a monitor or tv and with what type of cable?

I tried to connect to my monitor via dvi to 2 different ones and off the mobo dvi also... also tried putting my older 550ti videocard out of my working rig. and tried both pci-e ports

Do you have the 8 pin cpu power cable connected to the 8 pin cpu power connector?

Yes 8 pin top atx side.

Try clearing the cmos with the button on the back of your motherboard. Shut down your pc, let the psu switch on and hold it for 3 seconds then try booting. In the meantime I'll see what else I can find on this.

Thank you so much going crazy. I only build a pc once every 3-4 years first ROG board.

Clearing the cmos didn't help?

Do you have any usb devices connected other than your mouse and keyboard?

as it is right now i have it out of case with no keyboard or mouse... is that going to matter?

No this is good to have it out of the case for troubleshooting, no problem at all. Have you cleared the cmos with the button on the back of your motherboard? If you did....

Let's back up here a little bit.

You say you still get code 76 with only cpu and motherboard. With no ram installed you should be getting code 55.

I'm thinking you could possibly have a faulty motherboard.

You could try flashing the bios again. Follow this guide.
