PRIME X690-P D4 coolers fail after bios flash

Hi. I have this mobo (x690-p d4) since December of 2021. It always caused many troubles (fail to boot with xmp, undervolting settings worked wrong etc.) Later I noticed that once per month or maybe twice per month my system freezes when no load applies. E.g after playing some games or smaller load like browsing web or old games (like XCOM2). Im running it with 12900k and 3080 rtx. I did many bios updates during 2021-2022 but stopped the day both undervolting and xmp started to work well.

However, last week I've noticed theres a new 3601 bios which is said "fixes stability issues on low loads", so I've backed up my settings on usb flash and flashed bios. Restored settings and my nightmare is back.

I got 6 case DC fans, they are plugged into different ports (3+3). Chassis fan settings set to start them if cpu temperature hits 45 C (idling its usually around 37-40). If temperature goes below 45 C they stop. Now, whenever I turn PC on, no matter what temperature my CPU is, they never start. However if I reboot, they start and work normally BUT, if temperature goes below 45 C they won't stop until next reboot. Also, neither HWMonitor, nor other similar apps won't show anything, HWMonitor either crashes or loads empty window.

I've checked bios fan control settings and its all set correctly. The F is this? Does anyone faced something similar?

1. Does all or any behaviour desist if the system is at Optimised Defaults (No XMP)?

2. Use Fan Tuning within the UEFI to calibrate.

3. Don't use HWMonitor, download HWINFO

Within recent days I've tried enormous things. All kind of BIOS settings including optimized settings, xmp on/off, recalibrating coolers, restoring default settings and try to set up everything again. 

There's very disturbing thing I've noticed. When I see my coolers stuck spinning, neither hwinfo, nor HWMonitor would launch. Cpu-z also struggling to load for several minutes. Armoury crate also fails to initialize into fan expert app. However, restarting PC helps, for some time. After several hours of using PC normally (browsing or games) fans stuck again at their current state.

+ If I manage to launch any hardware monitor app I can clearly see temperature spikes on random cores (Celsius) which look like (idling): 37-39-34-46-52-42-36-58 and so on. Its quite odd and Im totally lost as I did no hardware changes besides flashing bios huh
