At the login screen, click on the power icon on the lower right side and click on Shutdown.That's the only way your PC actually shuts off properly and should turn the motherbooard/fans,etc. off too. Give that a try and see what happens. If the fans still spin after doing this, then it's a mobo/uefi/driver issue.
