PRIME B760-PLUS won't start memory error

TL;DR question: Is the Memory error (power led blinking 4 times/ sec) exclusive to memory? Or can it indicate a motherboard generic error, or CPU or power issues?

My setup:
b760-plus MB; i7-13700 CPU; corsair cmk32x5m2b5600z36 RAM; Thermaltake PSU Smart BMm2 750W

Brand new build.
Tried to start it with minimum config (MB+CPU+Mem), no additional devices connected (GPU onboard, no sdd/hdd)
Memory is 2x16. Tried 2x combination in various positions on the 4 mem slots, and 1 single memory.
With no memory, the error is the same (PL rapid blinking).
CPU is on the supported list; memory is not, but it's specs are.
When trying to start, coolers start spinning, powerled blinks rapidly. This error indicates a memory problem.

Anyone else had any compatibility MEM issues on this MB?
Should i return the memory, or the MB? Or both?
