Overclocking and Speedspep 4960x on a BE

Hi everyone,

I am confused by something here ... my previous RIVE with 3970x my CPU would Idle on low voltage and Mhz ( while overclocked to 4.7).

However, I cannot get the same behavior on my BE with a 4960x ( overclocked to 4.5 )
I have speedstep enabled , does the CPU and board not down clock and reduce voltage when idle ?
