Check nothing is shorting or you have not over-clamped the water block. If you removed the CPU from the socket, check for bent pins and also check all power connections are secure. Lastly clear CMOS and try to power up again, perhaps using only one memory module.

do you mean the back plate of the CPU? I should not screw tightly ?everything is working perfectly before I upgrade to water cooling . what does over clamped mean?

Waterblock tightened down so hard that the board is warped. Or you are using a backplate with the block that is shorting out against the back of the motherboard.

ok . so you mean I shouldn't tighten the block and the back plate very tight ? I am using a metal back plate that comes from the water block. the water block that I got is ek supreme hf full nickel . what should I do with the block and the back plate?

As you are using a backplate, check it is not touching any components on the back of the board. If it is, they will likely be capacitors and if you short them, there is a good chance you will kill the board.

I did use 2mm standoff before putting the back plate. how can I know whether my motherboard is dead? the rog logo still light up..
