Check nothing is shorting or you have not over-clamped the water block. If you removed the CPU from the socket, check for bent pins and also check all power connections are secure. Lastly clear CMOS and try to power up again, perhaps using only one memory module.

Waterblock tightened down so hard that the board is warped. Or you are using a backplate with the block that is shorting out against the back of the motherboard.

As you are using a backplate, check it is not touching any components on the back of the board. If it is, they will likely be capacitors and if you short them, there is a good chance you will kill the board.
