Issue

I have a problem with booting my computer. This is what happens:

1. I press the power button on my case to boot.
2. My monitor recognizes that something is happening over the HDMI input, but displays nothing.
3. The boot fails, no POST & does not automatically reboot
4. I press the power button again.
5. My computer boots to OS without any problems, no BSODs or other issues even during use.

Some things to note:
-The power is never cut to the PSU
-This problem occurs when the computer is shut down for an extended period (overnight); Sometimes if the computer has been shut down for a few hours
-It has been happening for about 8 months, but I have hat this setup for more than a year.
-I tried reinstalling OS of Win 8.1 x64, no change
-Problem exists whether or not default BIOS settings are used
-Problem exists whether or not XMP profile is used
-Problem exists whether or not CPU is OC'd (1.25V @4600 MHz)
-Problem exists regardless of BIOS version and flashing method
-Problem exists without anything in USB ports during boot
-Problem exists when only boot drive, graphics card/ display, & wireless keyboard/mouse are connected

I'm not really sure how to troubleshoot this and I am thankful for any help.

I think that is what I'll do next since I have no other leads.
I understand that if the PSU is switched off, then there will be a "double boot" process where the computer automatically reboots.
Even though I am not cutting power to the PSU, perhaps something else is being weird with it.

I'll be sure to post my findings.

I am not currently using an UPS. However, I did have a CyberPower branded UPS with the software installed when I first built this system. Come to think of it, this problem did not exist while using the UPS during the Win 8.1 era.

I have recently done clean installs of windows and I have neither used nor installed the UPS software.

I switched out the PSU for a new Corsair CX850M. Given the conditions to replicate the issue, I will update within the week or when/if the problem reoccurs.

Same symptoms with a new PSU.

I have windows installed in legacy mode. I'm not sure if it will have an effect on this problem, but I am going to do a fresh install with UEFI.

***Solution***
After reinstalling windows in legacy mode, the symptoms of pressing power twice to boot have disappeared. I suspect it might have something to do with the bios settings which I did not configure when doing a legacy install of windows. I'm not sure what those settings would have been. Perhaps someone else might be able to clarify?

I'll be sure to let ya'all know if the boot issue happens again, since this is only day one I can't be sure it has been completely resolved.
