Maximus VII Hero & PNY Nvidia Graphics Card cycle booting pattern - HELP

Building my new system with the Maximus VII. I can boot to BIOS using the on board video with no issues. My problem comes as
soon as I plug in the PNY Graphics card and the system goes into a cycling boot pattern. I've tried all 3 of the PCIe slots to no avail.
Could it be a BIOS switch I need to turn off or turn on?

Graphics card specs:

PNY Quadro K4200 VCQK4200-PB 4GB 256-bit GDDR5 PCI Express 2.0 x16 Workstation Video Card

If you are running bios 2801 update to 2902 and see if it clears up. Also you tried that card in another pc to verify that it works? I had an issue with my pny gtx780 ti and 2801 where it would randomly go into a flashing screen at bootup. It hasn't happened again since I updated to 2901.
