I have similar issues with an USB 2.0 device. The new Haswell chipset uses this newer xHCI USB controller which does some funky things. I think it's confusing older USB 2.0 devics and/or it could be an OS issue. (I'm using WIn7-64.)
In any case, I have to go into the BIOS and disable the on-board xHCI controller. I leave USB Legacy Support enabled but disable the next two devices. The only downside is that I believe this disables USB 3.0 functionality. I haven't confirmed this but it appears to as device manager doesn't see the USB 3.0 PNP-IDs.
