Maximus VI Hero stuck on Error 99

Hi I am knew here but I just got a Maximus VI Hero and an i7 4770k, when I put the cpu in the motherboard along with known good gpu and ram. I turned it on and it wood boot cycle then my monitor would turn on and display nothing, the motherboard would display b4 then 99 then b6 then back to 99 and stay there with the boot device led on. I have tried all of the simple troubleshooting steps but nothing has worked.

Specs:

CPU: i7 4770k

GPU: GTX 750Ti

RAM: 4GB DDR3 1600

PSU: Apevia Spirit 600W (don't judge me it's all I had)

Mobo: Asus Maximus VI Hero

Yeah I already looked at that and it didn’t help me, I wondering if I just need a new motherboard? Or is there a trick I can try that I haven’t done yet.
