Video card: EVGA GTX 470(reference)
SSD: Crucial m4 128GB
Fan controller: Sunbeam Rheobus 3-channel

I get error 2E no matter what configuration of RAM I use, with occasionally error 38 when I try clearing the CMOS and using the MemtestOK feature. The DRAM_LED is always the one lit up in either case.

AS you probably saw manual says that is memory init. You tried both sticks separately in A2

Note the printed manual has an error or has changed by the looks... anyway the download one says..

If you get one or both working, drop VCCIO to 1.05V and check them with the boot disk from http://www.memtest.org/

Yeah I've done both sticks alone in A2, no dice. I started off in the A2 B2 config.
